Council sets procedures for citizen comments

To better manage public comments on issues before the Rayne City Council, new procedures have been established.
Any person wishing to address the Council must complete a speaker’s request form and submit to the city clerk prior to the agenda items being taken up.
Each speaker will be allowed two minutes to state his or her comments, questions or concerns on items –– ordinances and resolutions –– being considered for final adoption, as well as discussion items and reports presented to the mayor and council. No additional time will be granted.
The Council will also received public input on introductory ordinances and amendments.
An effort will be made to answer questions posed by a speaker. However, under the new policy, iT may be necessary to submit questions to the city administration in order to allow time for the best or most appropriate response.
The speakerS are cautioned to not make any derogatory comments about any person, but simply state factually what his or her concerns are.
Any material that an individual wants to distribute to the Council must be given to the city clerk.
